At the annual conference of the New Zealand Referees' Association the following rulings were confirmed: (1) A scrum being for a. breach and the presumption being thai the ball must he fairly put in, it was .immaterial who put it in; (2) if a player with one foot nver the goal line and the other in play picked up the ball and forced it. the referee should give carry-over, except where the ball was taken in the air, when ;i force-down was allowable; (:J) that Rule 19, relating to breaches within ten yards of the touch-lines, refer only to such breaches between the twenty-five lines; (4) where a marketis knocked out and has to leave the held the referee can give the kick to anyone else or order a serum; (5) thai where a player kicks the ball into touch from outside his twenty-live after the call of time play must cease: (<>) that a player must be behind the ball, except when lying on the grass to place the ball; (7) that in the case of a knock-on into touch in goal from the field of play a drop-out he given; (S) that where tho full-back fell on the ball and did not attempt to get clear in front of attacking players, the referee should award a try if of the opinion that'a try would have been seared.
