OTTAWA, Mar. 27
Major C. G. Power, war veteran, introduced a motion into the House of Commons providing that Canada should not be permitted to participate in any war without the consent of the Canadian Parliament, except in the case of actual invasion.
The debate was .unfinished when the House adjourned.
