The Duke of Devonshire, in a lettei to The Times, replying to yesterday's leader, calls attention to the fact that special sub-committees have been appointed, consisting of representatives of the executive, members nominated by the High Commissioners, and one representing the colonies, 'to deal with the whole problem of Imperial supplies and materials. He also states that the Com-j missioners are members of the executive and adds that it is hard to imagine how any closer degree of co-operation is attainable, or what further steps the Council can lake to satisfy the Dominions that their interests will bo fully protected.
