- —*--l——"*■■ (liy Electric Telegraph.- Copyright.) (Australian & N.Z. Cable Association., PARIS, Nov, 23, M. Lcgguos, interviewed, said the Commission would report against the ratification of the Washington accords. If the Treaty was ratified it would bo with such reservations that the naval situation accepted at Washington would bo completely modified. Fiance refuses to get naval equality with Italy because France is washed by two seas and she had an immense colonial empire, and must protect communication. France’s position in this respect was unique. The •> committee strongly protested against * the manner in which the tonnage is fixed, wdiieh was based on present strength instead of pre-wuir. All France's war efforts w r ere devoted to land armaments: and naval lonstrujtion was abandoned, therefore the navy’s present position was abnormal. It would, perhaps, be, impossible to increase the fleet, but national pride was deeply wounded. There would bo an overwhelming vote against the treaty.
