LONDON, Nov. 21 Tlie Daily_ Chronicle’s Berlin correspond ent says Herr, Cuno’s Ministry is officially described as a business cabinet but could better bo described as “Cuno’s Cabinet of Camouflage.” _ It includes some non-parliamentarians and members of the People’s Party, which stands for big business. In reality the country will be governed by a bourgeois minority minus the United Socialists. The latter are hot distinctly hostile to the Cabinet though seriously differing therefrom in reference to stabilisation of the mark. This political movement comes at a moment when . prices are vapidly rising and workers dissatisfaction is steadily increasing. Thus Germany will be governed without co-operation with the largest party when such co-operation is most essential.
