PAYMENT BY BONDS (By Electric Telegraph.—Copyright.) (Australian & N.Z. Cable Association.) ' 5 , PARIS, Oct. 13. The Journal says Sir'J. Bradbury proposed that the Reparations Commission grant Germany a new moratorium for five years. Concurrently with Allied prohibition of the issue of fiduciary stock, Germany would be authorised to make payments by five year bonds endorsed by creditors, repayable yearly during the five years. ' The Petit Parisien says that if the Reparations Commission does not reach an agreement preventing a German financial collapse the proposed Brussels conference may not be held. PARIS.. Oct, R. It is officially announced that Sir J. Bradbury's scheme provides for the : removal of reparation charges from the German Budget for two, ■or even .four years, in order to enable Germany to obtain credos; secondly, fixing . the mark's exchange and allowing the Reichsbnuk to sell gold marks against, paper marks at a fixed rate determined by tbp mixed commission; thirdly, reorganisation of the Commission and its transference to Berlin. #
