RICHMOND BOROUGH COUNCIL The monthly meeting of the Richmond Borough Council was held in the Council Chambers, Richmond. Present : Idle Mayor. Crs. Haycock, Kidd, Loney and Hunt. Cr. Holland was granted leave of absence, being out of the district. Accounts were passed for payment as follows: General Account £155/8/1, Water Supply Account £9/9/9. Correspondence was dealt with as follows : From Mr H- Atmore forwarding copy of telegram from the Assistant-Secretary Postal Department, notifying the Council that the Telephone Exchange would lie open on Sundays Rom 9 to 10 a.m., and 5 to 6 p.nn Resolved that Mr Atmore be written to and thanked for ids prompt attention to the Council’s 1 repuest. From Mr D. Stewart forwarding deed of land dedicated to the Council for signatures. Resolved that the deed be signed and the seal of the Council'attached. Resolved that a conveyance be prepared for sections 4,5, 6 and section 65. Resolved the Town Clerk report on sections dedicated in Salisbury Road. The inspecting officer reported that the Recreation Ground was purchased on the 14th December, 1897, the area of 10 acres costing £425. On Feb. 21, 1898, £125 was paid off the purchase money, the balance £3OO was lent by Messrs Rod. AlcCrae and - Henry Edwards, with.a mortgage on the property. This amount was reduced by £6O in 4899 and, still further reduced in 1916 by £IOO. the balance, £l4O, is.’td be reduced by £4O on November Ist, leaving a balance of £IOO, for which provision lo redeem in 1927 has been made.

The monthly report was ns follows:--Pipes to take down water have been laid across the footpath in Queen St., ami the ditches in Upper Queen Street and Salisbury Road have been cleaned mil. The road in York Place has been pared and the water channels cleaned out. The material from the ditch in Hill street lias been carted away and the road Idled in to the watertable. Twelve-inch pipes have been laid in Salisbury Road. Patching on Appleby road is now being proceeded with. The fir trees on property in Hill street have been cut down. Several crossings in Gladstone road require attention, and an inspection is recommended, and those not in a safe condition, the owners be notified to make them so within a given period, or the Council will do the work and charge same to the householders. The hedge at the comer of Wesley street and Oxford street requires cutting back to the road line and lowering to at least four feet to enable drives to avoid a collision at this dangerous corner. The gate at the sanitary station has been hung. Ten new buckets have been supplied. 1 permits for. small works nave been issued and 2 for dwellings during the ( month, A complaint has been made that horses have been turned into the tip on Gladstone road, on the eastside of Queen street. As the lease of the Recreation Ground terminates on' the Ist November it will be necessary) that fresh applications to lease be called » for. Report received on the motion of Cr. Haycock. Resolved that the matter of horses grazing at the Council’s tip and stray horses be-left in the hands of the Clerk to deal with. That' the Clerk have the, hedge in Wesley and Oxford Street attended to. That the sanitary commitlee visit the sanitary station, with power to act. That an inspection of crossings in Gladstone road be made by the foreman, and those unsafe the owners bo notified to have them made safe. That. £5 be voted for the purchase of birds’ eggs at 2cl per dozen for eggs aijd heads. The Clerk reported on the borough by-law on sanitation. —Received. That information be obtained as to the licensee issued to registered plumbers. That the owner of the Oddfellows’ Hall bo given one month to put in extra doors as fire escapes. That no further I licenses for public buildings be issued unless an inspection of the building is made and a report placed before the Council. From a resident notifying the Council that lie was demolishing a building and that the rates be adjusted. The foreman reported that brick planks in Hill street had been .washed out by the overflow of the Reservoir and require attention at once. Resolved that this matter be attended to on Wednesday morning. That a Salisbury road resident bo allowed a few loads to fill in the front of his property. That the Town Clerk report on the addition to the stone crasher. That McShame’s road be patched with river gravel. That the Town Clerk report on the by-roads of the Borough. That the laying of pipes across footpath m Edward Street he left i-.i the hands of the fnreniah to deal with. Cr. Kidd, in the absence of Cr. Holland, reported on the new arrangements to he made at the cemetery. That the Town Clerk collect the sexton’s fee when application is made for plot. That the duties of sexton be performed by the Borough’s own workman. Resolve 'that this Council adept the proposals as set out in the report. The Mayor reported on the interview with the Stoke Road Board re Hie'interchange of roads at the Reservoir. That a survey he made of the land held by llm Council under lease at the reservoir. That the matter of a permanent crossing to property in Salisbury Road be left in the bands of the foreman. The sub-committee appointed to attend the meeting of the 1' re Brigade reported on the proposals, put before them by the Brigade. That a special meeting of the Council be held on Tuesday, October 24th, to consider the proposals of the swimming baths and the new hall. The Council rose at 11 p.m.
