EMPIRE'S GREAT NEED SPEECH BY MR CHURCHILL (By Electric Telegraph—Copyright.) (Australian & N.Z. Cable Association) LONDON, March 26 Mr Churchill said the only possible method of creating defensive air fleets, was by exploiting civil aviation, ot which ‘the bulk of material and personnel should he promptly available, at the outbreak of war. We are laced with the intensive growth of air powers throughout, the Continent and the world and are not creating adequate means lo meet that force.
