AMERICAN REPRESENTATION UNLIKELY
PROCEDURE TOO VAGUE

WASHINGTON, Jan. 19. A high Administrative official declared there was'little possibility of the United States participating in the Genoa conference. He said the opinions of the leaders of the conference were so varied that tho United States would not consider joining until a definite scheme, o procedure was outlined.
