LONDON, Dec. 13. Sir Charles Lucas, lectured' at Um Colonial Institute on the balance of power within the empire, and propounded the theory that the creation of selfgoverning dominions redressed the balance by distributing the power throughout the Empire. Sir C. Lucas was of opinion that if Ireland immediately, and India ultimately, became dominions they would further advantageously, redress the balance within tho Empire. Sir James Allen (New Zealand), who presided, said that Ireland was a difficult and delicate question which he was not prepared to deal with. Regarding the dominions, tho war had unduly quickened developments for which the Empire was unprepared and was now suffering a reaction. Ho said We should go slowly but surely.
