NEW YORK. Oct. 31. The New York Times Washington correspondent savs the advance guard of propagandists representing the nations which emerged from the Pans Conlcrence dissatisfied with the terms oi Uie Versailles Treaty is beginning to arrive. It is expected Washington will bo flooded -with fully as many agents oi these, movements as those coming with the. earnest purpose of solving the problem of armaments. Hotels will he filled with individuals without official standing attempting to inject their views into the Armament. Conference, and failing this to air them m the press Sailendra Nath Chose, spokesman o the Gandhi movement in India, arrived and issued a statement, regarding the movement to establish a rc.puhiir in India.
JAPAN'S QUALIFICATIONS

The New York World's* Washington correspondent says it is understood Japan has withdrawn her original qualifications in connection with the acceptance of the invitation to (he Armament Conference, namely, thai she would not approve of discussion of matters already settled or concerning only an individual nation. This represents the biggest progress in American diplomacy since the Conference was announced and in some ouarters is considered as removing the. greatest danger to success of the Conference. The correspondent understands President Harding agrees that the large and increasing population of Japan must. have an overflow outlet, and since the United States and British Dominions have closed their doors atho door must be left open in other directions. The Chicago Tribune's Manila, correspondent interviewed the retiring Japanese Consul-Genera!, Kurusu, who sajd Japan fears Filipino independence. It wants the Philippines opened to Japanese capital and "landowners, hut hopes the. United States will keep the islands. Independence of the Philippines unprotected by the- United States would he just one more problem and a disturbing element in the Far Eastern situation. The Filipinos can exclude immigrants with impunity as long as the. United States backs them, but thereafter it is difficult to see how they can keep the islands for themselves. If the United States grants independence, with protection, well and good. We would be delighted to trade with them and .help in defending them and maintaining 'order, but independence for the present would merely add to our worries, of which we have enough already.
