It is announced that China's fundamental attitude regarding- Shantung .i* still the same as a year .ago. when the Government, cabled its League ot Nations representative ihe following views, which the Government publishes for the first,, time:—-China, will rake, hack ihe entire lease of territory, making Tsingtao an open port, with government, by the Chinese administrative bureau. The railway shares belonging to the German Govjornment will be equally divided between China and Jannn. (5) All mines along the former German railways will be conducted bv joint Chmo-Jap-anese enterprises, ultimately becoming absolutely Chinese. (6) Japanese troops w'ilt lie withdrawn from Shantung immediately.
