DISARMAMENT
DISCUSSION IN JAPAN
REDUCTION URGED

TOKIO, Jan. 12. Tlie newspapers are discussing the disarmament proposals. The Jijishimpo urges the Government not to wait for a lead other nations, but to boldly make proposals. It says the Japanese are bound as a great Power to exert themselves, not only in the interests of the world at large, but the highest self-interest, for one-half of her total national expenditure is devoted .to armaments. It suggests the army be reduced one-half, and thereby set an example to the world and removing suspicion entertained against her. The Hokumin Shimbun says America is taking the lead in the movtv ment, while Britain and Japan aie silent. If America. is anxious over the situation, the best she can do is to join the League of Nations. .
