Aug. 1.9, 1.10 p.m.) LONDON, Aug. 18 Four amendments to the League oi Nations Covenant have been submitted by Denmark, Norway ami Sweden for consideration by the League on November IGth at Conova. One. provides for a fixed annual meeting; the second for a special meeting on the demand of ten members of the League ; the third makes the obligation to resort to arbitration more absolute anti precise; Hhe fourth permits a State in the vicinity of a blockaded State to maintain a 'certain degree of intercourse with, the latter, and if necessary to -prevent the blockaded Slate from attacking is neighbour.
