NEW YORK, Oct, 28.
The New Yolk Times Pekin correspondent states that the Government's inability to pay the troops occasions fear of general mutinies. Government employees have not been paid since April. A pro-Japanese official who is endeavouring to secure a loan from Japan to remedy the situation, says that the President has not been paid, and ho is compelled to borrow a million dollars to defray official expenditure. The Hous 0 of Representatives voted to reduce military expenditure 20 per cent. A movement has been started to abolish tb e autonomy of Outer Mongolia on the condition that China assume responsibility for foreign loans already contracted* It '.a understood that China is about to complete arrangements for a loan of between 15,000,000 and 20,000,000 dollars with a Chicago bank.
