■ DUNEDIN, Oct. 28. At, a -meeting of the executive committee of the Railway Officers’ _ Institute, it was unanimously decided to. express strong disapproval of the action of ‘tile A.S.R.S. in endeavouring., to block - the Bdl providing for increases of salaries for railway officers to cover the increased dost c! living, as agreed upon in April at the conference between the late Minister of' Railways, the railway management, and representatives of th© ‘ Officers’ Institute. The institute supported the clause providing for promotion by merit, as agreed to at the conference. The executive considers‘that anv objection to the danse providing for promotion by merit can be rhrt by the appointment of a staff board. . fn - . -
