The New Jfork World’s Pari« corespondent states: —“I am, able to state on indisputable oral interchanges between German and Allied .representatives will be permitted regarding certain essential matters in dispute. I am informed that the French suggested that oral interchanges be arranged, fearing the possibility of Germany refusing to sigh tbo Treaty.” .
