SPECIAL COMMITTEE OF INQUIRY REPORT PRESENTED. (Rec. March 29, 1.10 p.m.J . LONDON, March 26. The Press Bureau stalee that the unanimous report to thi. provisiotnal joint 1 committee appointed on the 27th February to consider causes of the present unrest, and the questions of hour* and wages, unemployment, and the promotion of cooperation between capital and labour, . recommetidLs, injfcr alia, the establishment of the principle of a forty-eight hour week, . discouragement of systematic overtime, minimum time rates ,of wages,organised short time in periods of depression acceleration of Government Sousing schemes, State development of new industries, more adequate provision fox' unemployment, sickness, infirmity, and old age, the establishment of a permanent National, Industrial Council to; advise the Government, consisting of four hundred members, elected equally t from traded unions’and employers.. In -the event of the conference to -be held,,on the fth A;pri ladopting Report, the commit-tee urges, the Government .to give effect • thereto forthwith,
