The Spartacists are successfully spreading a movement among German sailors against manning foodships, declaring that if no Enten'-U food auives the German Governmet will bo forced to negotiate with tho Russian bolsheviks in order- to.obtain food from Russia. Two steamers remain in Hamburg with insufficient crews.
