Jan. 24, 9.15 a.m.) NEW YORK, Jan. 21 A Paris message states that the Peace delegation appears in favour of fixing the guilt of the war and Ore puiuisliment of the guilty, including the Kaiser. There is interest in President .Wilson’s views. tit is felt he will also favour the punishment, since the Trench and English, have already expressed the desire to punish the guilty. President Wilson’s attitude will probably fix the course to be pursued.
