JUBILATION IN GERMANY REJOICING OVER BREST-LITOVSK AVAR FEVER AGAIN. (Published in The Times.) AMSTERDAM, Feb. 13. Dr von Kuhlmann and Count von Hertling are visiting army headquarters to consult the Kaiser concerning the result of the negotiations at Brest Liovsk. Germany is aflame with a renewed war fever affecting all classes as the result of the extravagant press' jubilation over Brest Litovsk. There is a growing demand everywhere that the Government shall insist on heavy, indemnities from the Allies, especialv Britain. The Germans are content with the Ukraine's payment in foodstuffs and materials, but the Allies must pay ' in cash for the relief of the immediately critical financial position.
