WAR LEGISLATION BILL.

SOME IMPORTANT NEW PROVISIONS. (By Telegraph.—Own Oxrrespondent.) WELIiINGTON This day. " War Legislation Bill, introduced to the House last night, contains soma very important provisions, a summary of which is as follows:—The Supremo Court may declare forfeited to the Crown any forfeitable estate or interest in land acquired by an alien enemy since the commencement of the War. Provision is made for forfeiture, either during qr after the war and the supreme court is given power on any evidence it thinks fcfc. to accept, whether such evidence is admissible in accordance with the law of evidence or not. Any soldier who is "a party to a contract may apply to ut Magistrate for an order, cancelling, suspending, modifying, or extending the contract. The following clause appear* regarding the Mortgagees Extension' Act- "For the purposes of Mortgages Extension Act, 1914, and ite amendment, the term Mortgage shall include and shall at all times since the passing of the Mortgages Extension Act, -1&14, be deemed to have included, an instrument of se- ( curity granted over or in respect ot any policy for securing life insurance, endowment, or annuity," Provision is made for retaining the services of police officers after the retiring age during the continuance of the present war or within three months there-after. No member - of the Public Service Superannuation Fund, leochers Superftr unuation or Government (Railways superannuation Fund, shall, during continuance of the wax, Do enisled to retire from the service on superannuation without the consent of the Minister of the Crown controlling the Department concerned. War Bursaries _ are provided, for the purpose of affording education facilities, to children of doceased or disabled Soldiers and Sailors. Provision is made for the control ot War Funds, bazaars, sales, entertainments and other means, the controlling authorities being Mayors of Oties or Boroughs and the Chairman of counties and the chairman of , societies or Trustees of any such War Fund, if the Societies or Trustees have been incorporated under the War Funds Act, 19 15 - • *. *x. i 'M, The final clause sets out that the Governor-in-Council may, having regard to the exigencies of the present war, prohibit or rostrict the use of labour or capital that is not essential for public welfare, restrict the increase, of capital of companies, prohibit the ! commencement in New Zealand of any foreign company- regulate the delivery of : goods in order to save labour, regulato an?s enforce the labour of alien enemies. • Power is also given for authorising the employment, subject to such, con-' ditions as "may be prescribed, of women or girls in any capacity in any industry or occupation in lieu of menj notwithstanding anything in any act to thej cotitrary, if, in the opinion of the Governor-' General-in-Council, such employment -of women or girls in lieu of men, will not be a source of danger to the safety.; of any person or persons. .' ; • : -v-
