IRISH QUESTION
GOVERNMENT'S PROPOSALS FORMULATED'. (Australian and N.Z. Cable Association LONDON. May 15. In the House of Commons Mr Bonar Law announced that Mr Lloyd Geovcr" had sent a communication to the Irish parties, which would reach them tomorrow, indicating the Government proposals, which would be discussed on Monday if necessary. Mr Devlin asked why the Government had not declared their intentions in the House of Commons? Mr Bonar Law replied that the Government were doine their best to effect a settlement. The commiinic.ation to the leaders was not confidential. The Government proposes an immediate Parliament at Dublin. It will cut out Ulster, and a statutory Council will transact common business affecting both. A THREEFOLD SCHEME. '.Published in The Times.) LONDON, May 16. The Government have communicated to the Irish leaders a threefold scheme for the immediate establishment of an Irish Parliament in Dublin, a clean-cut exclusion of Sonth-ea«t Ulster, and the formation of a Grand Council equally composed of members of the Dublin Parliament and Ulster members of the House of Commons, to transact all common business between the excluded area and the remainder of Ireland, with power to direct, if it thinks fit, that anv enactment of the D-tiblin Parliament'shall apply to the excluded area.
