Nelson Evening Mail, Sir, At the solicitation of some Electors I have consented to seek election to the above Board. I feel it a duty to bring before the Electors reasons for my nomination and ask their support it' they approve of the views I hold. Personally I think that when our fellow townsmen faithfully and well fulfil the duties of their public office and seek re-election, that they are entitled to a continuance of public support. On the other hand, when the Electors cannot endorse their actions on some great and vital question, then the Elector has a duty to perform and expz-ess the disapproval at the poll. If they do not, then it is tantamount to agreeing or acquiescing to the actions of those representing them. Now whilst T, as one, would not withhold the thanks and praise due to the retiring gentlemen of the Board for their long and good service, I do as an elector wholly and absolutely disagi-ee and protest against the action of the Board in connection with obtaining a new Hospital for the Nelson District. By their actions they have forfeited the confidence of a large section of the Electors, and in the opinion of many greatly risked our obtaining a New Hospital. .Nelson was blessed "bv a gift from the late Mr Cawthron of £15.000 for the purpose of a New Hospital. The Government have power to grant a subsidy of 24s in the pound—which thev consented to do amounting to £IB,OOO. In fancy one can see our new Hospital assured. "The Board demanded from the Government the handing over of £IB,OOO before work was started. This course was contra to the Government's practice and the amount was larger than any Board had ever previously received. The Minister desired the Board to proceed with the building, spending the £15.000 which they had in hand and the Government money would follow on as required. The Minister put this undertaking into writing—but still the Board delaved. It seems to me an insult to the 'Government after granting the magnificent subsidy, not to be prepared to at once accept their undertakings of payment ; and there could be no possible need for the money until payments on account of the building were, requiredThe result is most valuable time was lost and construction costs have mounted on wings, probablv never to return to past normal rates. Thousands have thus been lost. This is not the only and worst feature. It is the opinion of many that the whole scheme has been risked, although in. this, view I do not participate. I cannot think that the Government or Gawthron's Trust will withdraw. At the same time there is evident i-estlessness. If elected I would advocate representations to the Minister that the action of the, old Board was not the expression of the Electors of Nelson and Richmond, and that 'trie New Board would proceed with the New Hospital soon after the termination of the. war and that they would proceed in the manner desired by the Government: viz.. using first the money in hand and then the Government subsidy.
