NEW PEACE MOVE ADVICES AT WASHINGTON. (Australian and N.Z. Cable Association.) WASHINGTON, April 3. It is understood by the State Department, which is believed to have private advices, that Germany's newpence offer is based on universal manhood suffrage in Germany with a Cabinet responsible to Parliament. AUSTRIA PROBABLY EXERTING PRESSURE. (Eeuter'a Telegrams.) LONDON, April 3. In view of the German press statement regarding the Central Powers' efforts in the direction of peace, there is a significant Imperial gathering at German Headquarters, and other indications. The most prevalent belief is that Austria is bringing pressure to bear upon Germany to end the struggle, which is threatening the ruin of the respective countries and endangering the dynasties.
