POLES LOOK TO RUSSIA, NOT
GERMANY
(Router's Telegrams.', (Rec. Nov. 9/ 11,20 a.m.) P'ETRiOGRIAD, Nov. 8. Prominent Poles say that they look to Russia' and not to Germany for independence. It is probable that the German proclamation will greatly advance the settlement of the Polish question by bringing it into the international sphere.
