LO'NDON, Sept. 6. The Daily Telegraph's Milan correspondent says Rou.mauia's action has again aroused the advocates of a. separate peace at Constantinople. A Grand Council was called, but tlie pro-Germans predominated, and adopted a resolution to remain faithful to- the Central Powers.
The pro-Germans insisted that it was vital to Turkey's future destiny to prevent the junction of the JRiussians and the British in Mesopotamia, and to prevent the Russians andi Roumanians cuttluiir oomtrnunk-ations "with Germany. The new situation has produced a panic at Constantinople. The Government, in order to create a diversion, ordered a hunt for Armenians, and 12 were hanged. A proclamation was read to the soldiers declaring that the Roumanians would soon be wiped out. Ivoumania would' he overrun with tire and sword., and the former principalities of Moldavia and Wallachia would be re-annexed to the Ottoman Empire.

(Australian and N.Z. Cable Association ) (Rec. Sept. 7, 9.20 a.m.) LONDON, Sept. 6. It ig reported than Constantinople presents an aspect of a city in foreign occupation. Austrian soldiers are everywhere. Germans are less numerous and Turkish soldiers have almost disappeared.. Germany's 130,000 reinforcements against the Russians have not arrived. A considerable number of Germans hitherto at Constantinople have gone to Asia Minor as they mistrusted the Christian troops and kept them busy strengthening the fortifications on the European side of the Bosphorus. All males from 17 to 60 have been embodied in the army and boys of 16 have been called to training. Espionage has increased, but a. revolution is not anticipated as the young Turks are absolute masters.
