" The "Times" correspondent at Bucharest says that. s;nce the outbreak of war j Roumania has recognised that- she must sooner or later participate in the struggle, under pain of forfeiting, perhaps for ever, the realisation of her national programme. Roumania is ready for immediate action. A satisfactory arrangement with Bulgaria -\vouldi be a desirable -preliminary. Bulgaria has already given a written assurance of friendly neutrality.
