OBSTACLE TO IN ALLIANCE BULGARIAN CLAIMS. LONDON, March 29. Dr. E. J. Dillon, in a message from Rome, says the chief obstacle to the revival of the Balkan League is Bulgaria's claim to Monastir and Ivavalla, which the Serbs and Greeks decline to relinquish. There is no necessity for Italy to drop her neutrality ■\vhilc- the snow is deep in the mountain passes which the army would traverse ■if it attacked Austria. GREECE AWAITING BULGARIA'S INITIATIVE. UONDON, March 27. "The Times" Athens correspondent states that the Gounaiis Cabinet is inclined to abandon neutrality as soon as Bulgaria takes the initiative, thus guaranteeing Greece against the danger of attack.
