Mr. Long complained that , Colonel Seely and' Lord Salisbury had beefi appointed Brigadier-Generals, depriving ■professional soldiers of well-deserved honours. The King, replying ito a message from the Russian Society, ' joxpressed his heartiest sympathy with' its efforts to promote a lasting understanding between the British and Russian peoples. His Majesty looks forward to a final and glorious victory.
