NO MODIFICATION OF DEMANDS.| LONDON, Feb. 17. The Chinese Minister at Tokio _has informed Pekin that Japan declines to modify her demands on. China. ■China, is determined not to negotiate , immediately with Japan, excepting in, connection with Eastefri Mongolia, and South Manchuria- _ . At the conclusion of' the war she is willing to discuss the demands xelating to Shantung. At present her disposition is resolutely to reject all other demands which she considers calculated to violate her independence.
