RUSSIA'S PROGRESS ON THE SAN FURTHER SUCCESSES IN THE CARPATHIANS. (Official). PETROGRAD, Feb. 16. We have made progress on the Upper San, capturing 1000 Austrians and five machine guns. The Germans were repulsed on the heights between the Beskid and Wyschkdff Passes, with great losses. • Thev were also dislodged from a portion of the fortified heights between the Dukla and Wyschkoff Passes. CONDITIONS AT PRZEMYSL GARRISON HORSEFLESH THE ONLY MEAT. LONDON, Feb, 15. Austrian deserters from Przemysl state that the only meat rations consist of preserved horseflesh*. The* Commander says he will not surrender until the soldiers have been compelled to eat their own boots. FURTHER EFFORT TO TAKE WARSAW KAISER'S REASON. LONDON, Feb. 15. Amsterdam Teport* that the Kaiser is anxious that "Warsaw should be taken before the next meeting of the Reichstag, so as to induce the House to vote the new war loan nnopposed.
