The Naval Investigation Committee admitted that five yea:3 would be required to bring the United Slates Navy up to sufficient strength to meet a hostile foreign ileet. It was deficient in aircraft, mines, submarines, bcout cruisers, torpedo boats, and' mine sweopers. Airships could easily drop bombs on New York, operating from warships in the Atlantic.
