LONDON Dec. 17

The objects of the raid were to re\ieve the depression in Gel-many and create a. panic in England, in the hope of retarding the despatch of reinforcements to the continent. Another object, equalr ]y futile, was to divert of the Warships swarding the North Sea, and thereby enabling the would-be raiders to-reach the trade routes, or- to enable contraband to reach Germany. The Emden's fate and. the result ot the Falkland Islands battle were great factors in .prompting the raid. The newspapers recall Count Revent- • low's recent statement that the Germans must see clearly that in order to fight -with success they must fight ruthlessly in the proper meaning of the •word.
