IMPORTANT RESOLUTION IN I PARLIAMENT. INTERVENTION IMPLICITLY AUTHORISED. ROME, Dec. 16. The Senate unanimously voted the Cabinet complete political power to deal with the foreign situation, and also financial measures. The "Daily Telegraph's'* correspondent i'emarks that the vote is noteworthy, because the triplico lias more partisans in the Senate than in the Chamber. The resolution may be regarded as implicitly authorising intervention. SUPPLIES FOR GERMANY. LONDON, Dec. 15. Rome reports that in consequence of I friendly representations by the Entente •Powers, Italy has imposed .penalties on exporters of supplies destined for Germany.
