SURPRISE AT WASHINGTON
AT GERMANS BREAKING THROUGH BRITISH FLEET LAWS OF WARFArF DISREGARDED ATTAGK ON UNPROTECTED TOWNS. (Rec. Dec. 17, 12.5 p.m.) WASHINGTON, Dec. 16. Naval experts expressed surprise that the Germans were able to break through the British fleet and attack the English coast. It is thought that the Germans arc .simply endeavouring to create a scare, as the raid is unlikely to accomplish airy uscful purpose. It is pointed out that- the Germans aie disregarding the laws of warfare in bombarding unfortified and unprotected towns.
