PRIVATIONS AT OSTEND
POPULACE WITHOUT BREAD. AMSTERDAM, Dec. 16. A report published by the .."Handels Blad" states that Ostend has been without bread since Monday week, and potatoes are the only food. Dairymen must pay ten francs a dav for permission to soil milk".
