GERMAN EASTERN FLEET
CIRCUMSCRIBED BY BRITISH WARSHIPS. TOKIO, Aug. 15. It is -understood tha.t the British Fleet is gi-adually circumscribing the action of the Germart fleet in the Far East. Germans are gathering at Yokohama and Tokio preparatory to leaving, Japan, expecting a declaration of war.
