THE PAYNE INCIDENT

MEMBERS AND INTERJECTIONS. (B v Telegraph—Own. Correspondent.) WELLINGTON, This Day. The interest- created by the Payne incident was responsible for the galleries being full when the House . met yesterday afternoon. Mr Payne took his seat wheu the House reassembled, and the Speaker intimated to him the position \ that had been reached when the House adjourned, last Friday night in regard to his (Air Payne's) use of the words "He sits there by bribery and corruption," in. reference'to the Prime 'Minister as the head of the Government. The speaker gave Mr Payne several opportunities to withdraw the words, but the member refused to withdraw them, saying that he applied them to Air Massey as head of the Government and not personally. Even the advice or Sir Joseph Ward'to withdraw the words had no effect. As the member refused to withdraw the words he was called upon to leave the Chamber, and he* retired without further remark. On the Prime Alinister's motion Air Payne was then .suspended for the re niainder of the sitting/ The Speaker took advantage the opportunity to draw the ol members to the too irequent habit of making interjections during speeches, and he hoped that it -would, not be persisted in as it led to disorder. This advice wa; followed to some extent during the remainder of the day, but there were still some interjections. The habit is a deep-rooted one, and hard to stop.
