Allen Baker concerning British and German ship-building programmes, said that the displacements of all British battleships wore considerably below those of almost all the latest being constructed abroad. The Admiralty was willing to join, in an agreement limiting the-size of capital ships. MORE GERMAN SHIPS. (Received March 4, 8.15 a.m.) LONDON, March 3. ' Herr von Koester, President of the Navy League, in a speech at Oldenburg, forecasted a fresh campaign for more ships.
