A French bank lias obtained a concesfrom the Chinese Government to construct a railway from Yanchow to Kungking, a distance of 1000 miles, at a cost of four millions. The preliminary agreement stipulates for an unconditional payment of £800,000,-whjch is virtually bargain money. British _ enterprise stands no chance unless it is similarly financed. ■ '
