? . PARIS, Feb. 14. M. Bertillon, the founder of the fin-ger-print method of identification of criminals, is dead.
M. Alphonse Bertillon, anthropoligiet, was born at Paris in 1853. He founded his system of mensuration, since adopted throughout the world, in 1880. For some years he had been head of the identification department of the Paris Prefecture of Police.

(Received Feb. 16, 9.5 a.m.) LONDON, Feb. 15. Obituary: The Hon. Thomas Sinclair, of Ulster.
(The Right Hon. Thomas Sinclair, P. 0., Ireland, D.L., J.P., merchant, was born at. Belfast on 23th September, 1838. He took an active .part in affairs of the Irish Presbyterian Church. He became & Liberal-Unionist in 1886, and was one of the leading promoters of the Ulster Convention, 1892).
