Captain Adarrs, H Battery, applied for permission to use Victory Square for drill purposes.—Granted. The manager of St. Mary's 'Convent drew'attention to a dangerous tree that should be cut- down. —To ibe attended to. Mr F. N. Jones, for Citizens' Band, applied for the use of the Botanical Reserve for sports, etc. —Granted. Residents drew attention to the neglected condition of Church-street.—Work tc be done. /ai p c The County Engineer (Mi <-r. is. Whiteside) applied for the use of the city road roller and scarifier. Referred to 'Works Committee. "Mr W. T. Ward, Chief Postmaster drew attention to the state of Isort-hEsk-street, between Kawai and Mount-streets, also a portion of Emano-street. The streets named were almost impassable _t< letter-carriers and dangerous. Refeneo to Committee. _ Mr. C. H. Clark again called attention to the state, or Nile-street East road and footpath.—[Referred to Works iCommitR. Catley, Secretary to College Governors, requested the Council to clear the bank arid path in Waimea-road abutting on .the College property. —Work to be done. ~ Axjiumber o"f replies from local bodies were received, to the effect that tney 'lxad no /by-law regarding licenses to gather bones, rags, bottles, etc. A letter was received from- the JVlaiket'Gardeners' Association in regard to the Engineer's report on the water supply, expressing astonishment at some portions thereof, and asking the Council to receive a deputation from the Association before action was taken.—Referred to Finance Committee. . Ratepayers of Tipahi, Kawai and'adjoining streets called attention to the state of the streets. . Mr F. Th« Cwttmitfcee reported : —On letter fvom Mr Hart : That in lieu bf making a monetary allowance (which the Council is precluded ?rom granting) Mr Hart be a4low<ed. a fortnight's extra, leave of absence on full pay. 'On letter from. Messrs Gibbons Bros., Ltd., re retorts: That Messrs Gibbons Bros, be informed that the work required to be done has been modified, and that they be asked to send one of their men to complete the work and to charge foi' his time. As to water supplies; (a) That the recommendation of the City Engineer as to alterations at the reservoir be carried out, and th<vt for that purpose the necessary pipes be ordered from Home ; (b) • that .notice be given to persons using syphons, that the same is prohibited and to discontinue the use of same, failing which they be prosecuted ; (c) that an advertisement be inserted in tile newspapers cautioning persons against wasting water or any other breach of the bylaws, and that all offenders 'be prosecuted forthwith; (d) that consideration of the remainder of the City Engineer's report be deferred. Cr. Piper was opposed to such liasty action being taken in regard to the reticulation. He moved that the matter be postponed.—Not. seconded. The report was adopted. In the absence of the City Engineer, 011 holiday leave, and .by ■ arrangement with (him, .the Town Clerv reported .011 work done during the month, on the roads Maitai Valley : The new engine is now ready, and a good stock of stone in hand. A start will be .made on Thursday to break a. good stock of metal for the winter months. Drainage: The I cast iron main in Tasman-street, which has .been giving trouble for some time past, has been cleared, and- is now running freely, 1 but will require periodical attentio.ll to. keep it so. The circulating tank in connection with the engine at the .power station has been fixed and connected, thus effecting a great saving of water for cooling purposes. The sewer 111 Seymour Avenue' having been hung up for a considerable time 'in-.conse-quence 01 there being no pipes available is now ■well in hand and progressingfavourably. Fourteen permits .under the sanitary by-law liave been issued, since the date of the last- meeting of the Council. Bridges: Repairs have been effected to the bridge in Manuka-street, and the cart bridge in Nile-street-: Sands | Reserve: The additions to dressing sheds authorised by the Council, have • been 1 completed. Miscellaneous : Sixteen build- | ing permits have been issued, of a <3e- ' clared value of £4113 2s 6d. (Repairs have been effected to the scoring table and the pavilion at Trafalgar Park. The protection fence at Maori-road has been I erected. _ ! SPECIAL REPORT.
The City Engineer-reported re the proposed formation of Tipa-hi, Kawai, and boundary streets: To take 18 feet metalling the formation requires to be 25 feet -yvide. The existing culverts are only 12 or 14 feet wide. Ordinary road formation could be done for about 25s to 30s per ■ but to properly grade the streets would cost, from £5 to £7 pei' chain. Metalling 18 feet' wide will' take 22 cubic yards' per chain at 8s per yard, with rubble froni the Maitai quarry, which is'the cheapest obtainable. The cost, therefore, will not be le;ss than £lO per chain for the cheapest formation and metalling. The length is 47 chains. Cr. Adams strongly supported the work being done. It would open up about 77 acres of land suitable for building sites. Crs. generally were in favour of some work being done, though there was a difference as to the amount that should .be spent. The matter was referred to the Works Committee to report next month. GAS ENGINEER'S REPORT.
The Gas Engineer (Mr A. Neil) recommended that 500 tons of Newcastle coal be kept in reserve. During January 159. tons 17 cwt of Newcastle and 93 tons 13 cwt of Westport, coal had been carbonised. The gas . manufactured .totalled 3,204,900 cubic feet, or 12,645 cubic feet per ton of coal. The illuminating power was 19 candles. The sum of £155 19s lOd had been received for sales of residuals, etc., during the month.
| GENERAL, f It was resolved that tenders be called for supplies for the ensuiiig year. Cr. ,'Hampson, referring to the finances, said there appeared to be excessive expenditure, and he would like the Financial Committee 10 took into the matter and report as to ,where the expenditure had taken place. A motion to this effect was carried. - Gr. Harley wanted to know -what was being done in regard to the by-laws. The Council had now been engaged on them for three years. One of these bylaws was rilled out of order in Court today and apparently motor cars could now go round corners at £0 miles an h °The Town Clerk that they would be ready very shortly. On C'r. Mercer's motion the matter or employing a 'Council carpenter was referred' to the Finance Committee. In reply to Cr. Wilkens the Mayor stated that the Maitai bridge would rcceive attention as soon as the lOity J-n----sineer returned from his holiday. Cr. "Webley moved that the Works Committee visit and report on Hastingsstreet footpath, which was in a veiy bad state. ... On Cr. Wilken's lr.otioii it was resolved to instruct the City Engineer to repair Trafalgar-street from Bndge-bticet to Hardy-street, and also Haven -road. Consideration of the Engineer s report on tramways for the city wasdeferved to a special meeting of the Coun cil to be held in a fortnight. The Council then adjourned. .
