It is reported that a British officer in the Turkish service was responsible tor the Hamidieh's raid in the Adriatic. ; SERVIANS AT SCUTARI. (Rec. March 19, 9 a.m.) CETTINJE, March 18. Ten thousand Servians, with 40 guns, have arrived at Scutari. ("It is no fault of mine." is the keynote of an article appearing in February's issue of the 'Deutsche Rundschau, ove r the sienature of Marshal von der Goltz, who~organised the Turkish army. V Marshal von der Goltz states that many ;5 years ago he had carefully prepared, a plan of manoeuvres representing a TurcoBulgarian war. The Turkish army was commanded by Nazim Pasha, and the battle was to be fought around Adrian ople, in somewhat similar conditions to the recent war. Several days before the manoeuvres however, wholesale arrests ■ of commanders of both armies took place in Constantinople. What had happened was that-the ex-Sultan's spies had reported the coming "war" to their master, who feared a conspiracy, arid Marshal von der Goltz. who was already in the field, hurried back to Yildiz Kiosk, to convince the Sultan that the manoeuvres were quite harmless, and to obtain the release of the arrested officers. The release was granted, but there was never a question of- manoeuvres again. The marshal repudiates as irresponsible the attacks on him regarding the Turkish rout. He left the Turkish service 17 years ago, and was offered the post agair - in 1909. but refused. The articles appear to have been written at the sugges tion of the German Army Staff, as the bitter attacks made on the marshal have made a had impression iri Germany.)
