THE LEGISLATIVE COUNCIL. (Dnitbo Pre 33 Association.) WELLINGTON, Nov. 5. The Council resuired at 2.30 p.m. The Ellesmere Lands Drainage Amendment. State Yirg Insurance, and Military Pension's Bills were passed .all stages. ~ In committee in the Government Rail-1 ways Bill an amendment was introduced by Governors Message:—"No solicitor, counsel, or agent, other than a member of the . Department recognised by the Minister, for the .purpose of this section shall appear to be heard on any appeal, but the appellant stall appear in person or by another member, or by the secretary of any such society authorised, and the Department shall appear by scare members appointed by the Minister m that behalf." The clause was agreed to,, and the Bill passed. The Public Reserves *and Domains Amendment Bill, the Government Life Insurance Bill, were also passed the final stages. The Council then adjourned, and resurred at 8 p.m. The Ellesmere Land Drainage Bill was read the third time by 13 to 4. - The Public Reserves" and Domains Amendment Bill was taken in committee. On the -motion of the Minister, an amendment was agreed to re-modelling the manner in which county councils may acquire reserves, and hold them in trust 'until a. domain board is formed. The Bill was put through all stages. The Barmaids Registration Amendment Bill was reported unamended, and finally (passed. The Council rose at 9.45 p.m. till 11.30 a.m. ta.-ir.orrow. HOUSE OF REPRESENTATIVES. The House resumed at 2.30 p.m. A report on - public health was presented by the Hon. iR. H. Rhodes. He stated; that the- death-rate for the Dominion for the vear was 9.39, compared with 9.71 for 1910. The lowest rate on record ' was in 1896, when the figures were 9.10. The birth-rate for the year was 25.97 per thousand. Mr. G. W. Russell asked the Premier what steps the Government intended to take in connection with relief for the relatives of those killed - in the Mount Lyell irine disaster. ' ' The Premier replied that the Government would consider the matter to-mor-row. They had to had had to be transferred to .the.miners' relief .fund, which 'was in a. bankrupt state; also that tihe Govermrent had practically to take over the maintenance of the Waihi hospital since the strike commenced. •The' House went into committee on the -Barmaids Registration Bill. A new ■ clause was.added, on the motion of the Premier, providing that every person who was, on the passing of the Licensing Amendment Act, 1910, entitled; on application to be registered as a barmaid, tbut who failed to make application within the time limit, shall be entitled to be registered as a barmaid if the application_is nrade by her. in the prescribed manner on, or. before, the Ist of June next. ? '• . The Committee considered the Land Agents Registration Bill. Tire Premier accepted an amendment proposed by_ ; Mr. C. E. Statham, >vhicb oroyided that licensed auctioneers carrying'on private business as land agents should be ibrought within. the scop;* '/of the, Bill, and the period extended within which a .land agent shall tender an-ac-count of a. sale by a vendor from.-14 to 23 /, >■''■ >- ■'■■-■' .
