Th« Commissioners of National Education. in Ireland, composed of Protestants and Roman Catholics, being unable to obtain an interview with the Premier or Mr. Birrell .in connection with the provision for primary education under the Home Rule Bill, communicated a memorandum to the press showing that the expenses of the department were increasing automatically, and urgent reforms were long. overdue, yet under the Bill the existing position would be stereotyped. The normal development of the administration would cease unless the Home Rule Government could effect savings in other public departments or impose fresh' taxation on tlie Irish taxpayers.
