The departure of the fleet in a stately procession seawards was the most memorable spectacle of the day. THE MEDITERRANEAN FLEET. (Received July 11, 8.40 a.m.) ' LONDON, July 10. The "Times,''-commenting, on the §pithead review, says that if the insurance premium th4t the Navy represents is high, let us never forget that the insurable risks are almost, incalculable: It believes that the Government and Mr. Churchill are now alive to the lieed of reinforcement 'in the fleet tin the Mediterranean and elsewhere, without drawing upon the forces necessary for Home ■defence." According to their newspapers the re-, suit of the deliberations of the.
