Watt (State Treasurer), in refusing to issue a license, on the ground that Neal, the applicant for the license, was not th.e one in whose name anpii cation was made, and ordered the writ of mandamus against Mr Watt not to issue, at the same time ruling that Mr Wattfc* as Stale Treasurer, was not a privileged person, and must obey the law like anyone else. (Mr. Watt refused to issue a liquor license for premises at* Edgarton, near Wonthaggi. The rtiatter was taken to Court, and a mandamus calling on him to issue a license obtained. Mr Watt still refused to issue a license on the ground of high public policy. He said he did not think the Judge could compel him to issue a license. The Victorian State coal mine ia situated at Wonthaggi.)
