MR. WILLIS EXCEEDS HIS POW T ERS. X.OSES AN APPEAL CASE. (Press Association.— Copyright.) SYDNEY. April 19. The High Court dealt with the case Perry v. the Speaker, Mr. Willis, arising out of the scenes which occurred in the Assembly in September, when Mr. Perry, after leaving the House, was brought back by the Speaker's orders, and admonished. Mr. Perry brought an action against the Speaker and the Seargeant-at-Arms. claiming £IOOO damages for assault. In a demurrer action followisg. the Supreme "Court ruled that the Speaker had n'o power to deal with a. member once he had left the House. M." Willis thereupon appealed to the High Court, which, unanimously dismissed th© appeal. The Chief Justice, in delivering judgment, said the Speaker had no more power over a member outside the House than over any other person. A disorderly person could be removed, but it "was a"different thing to bring him back to the Chamber and make an example of him.
