Unionist leaders in both Houses of Parliament have decided that the Unionist Lords shall insist on amendments excluding from the operation of the Parliamentary Dill proposals involving Irish Home Rule or other <m nstitutional changes. - After these amendment are rejected in the House of Commons they will be revoted in the House of Lords. The responsibility of dcnlincr with the deadlock thus created will be thrown on the Government.
